how to dissolve allegations imposed by sdo

Hi, My father runs a tea shop for the last 30 years and all of sudden,the owner asked to vacate in short notice.My father asked to give around 6 months of time since we have 12 members in the family all depends on that Tea shop income,owner denied now he has given money to every Govt official and imposed 144 on shop. today police came and vacated the shop.. please suggest what shall we do?
You can file a writ application before the Hon,ble High Court challenging the action of the sub divisional officer and further for a direction upon to not take any illegal action and to restrain the sdo
