How to deposit government rent when owner is not receiving the rent

after the decision of honerable court (2nd bench) i have been declared as a tenent in a gov.(PWD property), Gov. the landlord without going to supreme court put the case before the state officer as this gov. property is a "najuel" property,they have not demanded for rent but wants to evict the property.As this property has been given to tenent for 5 years lease in 1948 after the completion of the lease they deemed the tenent as a ancrocher not the lease holder or a tenent,when they have not demanded the rent which is pending for 30 yrs.what is the crieteria of deposting the rent nd to buy it

From the information you had provided there is no way to buy the property if the owner of the property is not willing to sell it and wants to evict you from it.
