Fire accident in our apartment owner asking us to pay losses

Our room got fire due to short circuit, and now the owner is asking us to pay all the losses due to it. Everything is burnt down to the ashes and we don't have anything to recover the losses. Please guide us for the same, what should we do as the building is not even under Insurance.
It was the responsibility of your land lord to ensure that the wiring in the building was done as per the building code presribed in your local are. The local municipal department may take action against the owner of a building if the building does not confirm with local building code.
