Fine levied by Apartment Association for Gas Leakage

Hi , I live in Concorde Manhattans Apartments in Bangalore, and my association has levied my fine stating that there was a gas leak in my apartment. I have a 2Kg small cylinder in my house and i kept it in my balcony and went out for sometime. In that time, there was a small leakage from the cylinder and Security came to my apartment through balcony to took out the cylinder. The Leakage was very small (since i already used that cylinder for almost 15 days and there was hardly 1kg gas out of which it might have leaked 100gm). In this case no causality happend and no fire broke out. After this incident nobody came to for the clarification/discussion and the have levied the fine by just sending a mail. Is this legal? Is it possible for me to challenge this decision?
