Deposit not returned by owner after flat burnt

I was rented in  ,at one unfortunate day my whole flat was burnt .All our belonging burnt in that .It happened in just 30min of time when we are out and came back.We have not left any switch and appliances in that particular room from where fire starts .Now owner says its your responsibility and not returning the deposit stating our fault .Please advice what we can do here.As of now no one has evidence for cause of the fire.As per owner its our fault and for us its short circuit.

you can send him a legal notice for refund of deposit amount. in case he does not reply back to your notice then you may file a suit for recovery of amount in the civil court. you should have all requisite proof to prove that the deposit amount was given to him. you need to even attach your rent agreement.
