Clarification of doubts regarding Delhi Rent Control

1. Does Delhi Rent Control act applies to Jheel Kurenja, Pin code-110051? 2. If actual tenant has died and his legal heir is running the shop which is to be vacated. Any separate application is to be filed with fresh application? 3. Will this be subletting or not?
Definitely delhi rent control act is applicable except slum where rent control act does not applicable further if maintenan died it is up to the land Lord to renew the agreement or not after death of original tenant status of other are as much as tresspaaser
