Can legal case be filed for harm caused 19 years ago

I have grown up now and facing emotional and physical problems ,I was 6 years old and I went to my aunt house where I struck 11 kv line with an antena , which was passing just over an apartment I was staying.I was just 6 years old and I could reach 11 kv lines it seems.i am right hand below elbow amputee. Can I file legal case now ?
No, you cannot file any case against your relatives as there is no part of negligence and there is a huge time- lapse of 19 years. there cannot be any investigation and you have no proof to prove that any such even happened in the past.
