A Slum Dweller who is dwelling prior to 1995, having valid photo pass cannot transfer the photo pass to any other interested person. A slum declared or censused for slum redevelopment in future is for the benefit of original slum tenements prior to 1995 and not to any other persons who are interested to buy. Also, in rehabilitation Slum Dwellers gets the redeveloped homes with a restriction that the original slum dweller cannot transfer the ownership rights after the redevelopment atleast for 10 years
