Can a tenant force landlord to repair the tenanted property ?

I am a tenant and a case is pending against me in appellate stage regarding increasing the rent. sir, my tenanted portion needs urgent repairs and water facility, so can i approach court and enforce landlords obligation to repair even when the case is pending and rent is not taken by landlords from last 3 years. ?
Since the case is pending, we would like to know the stage at which it is pending and if the property is in need of urgent repairs then an Interim Application parying to the court for the repairs can be asked for.
