Can a ground floor DDA flat owner can install sunshade in courtyard?

I stay on ground floor in DDA flat. I want to install a sunshade made of fibre sheet / asbestos in my courtyard. however, the first floor owner is asking me to construct a room with a lanter.i do not need a room. Can he stop me from installing the sunshade for my courtyard?

Yes you can install sunshade in your courtyard area provided that must not be create nuisance to other residentials. He cannot stop you from installing the sunshade. And ask him why are you so concern about this matter. Actually, if you put a lanter then he will get help for making his own extra room.
