Work in govt department can I join another job without resigning

i worked as a medical man from 1997 to 2010 in governmant service of u.p uttarakhand state,the govt having a policy to provide postgraduation in medical seats to their employees,but despite of my service seniority as well as rural service,irregualarity happened with me juniors were selected for it,it degraded my health i didnt join duty yet,neither resigned, i want to suit a case against it,but my pocket not allowing it due to my kids education, meanwhile i got chance in railway to service in contract,can i join another service or not?

It is the established policy of the Government that one cannot migrate from department to another department of the Central or a State Government without the knowledge and permission of the parent department. This includes autonomous undertakings, Government departments, public sector undertakings and major Government aided institutions. This is so ever since the British times. In fact I know cases where disciplinary action was taken by the parent department for defying this rule.
