You can fill a RTI seeking information regarding the appointment of the lady. Does the job say that the at the time of joining the person should not be married? you need to seek clarification through RTI then you may proceed further.

In my opinion this could be ground of removal or a departmental proceeding can also be initiated against him. The appointing authority is bound to look into such serious misrepresentation.
