Since your leave was unsanctioned you will not be able to avail the increment benefits on the absence period as it will be counted as extra ordinary leave. However if it can be included in your paid leave you will get the benefit. Unfortunately since your re joining date in the letter is 13th you will not get the benefit of the holidays before that either if it is not counted as paid leave. Also the terms of your rejoining will make it clearer.
