Will a order of high Court regarding a case filed by one petitioner against decision of government department declared as illegal will applicable all other person who suffered from this illegal decision of government department

As you have mentioned that the decision passed by the Government Department was set aside and declared illegal by the Hon'ble High Court, than the decision cannot be enforced on any party and is of no operation. Therefore, the order passed by the Hon'ble High Court shall apply to everyone affected by the aforesaid decision. Rest proper opinion can be given only after going through facts and circumstances of each case.

THIS ONE WILL HAVE TO SEE THAT WHAT WAS THE CONTEXT AND WHAT WAS THE TEXT OF DECISION OR STEM OF DECISION AS MANY A TIMES IT HAPPENS THAT THOSE WHO APPROACH TO COURT MAY ONLY GET RELIEF AND SOME TIMES IT HAPPENS THAT IT IS APPLICABLE UNIFORMLY ON ALL THE PARTIES BUT ONE WILL HAVE TO APPROACH IN MOST OF THE CASES

Not at all. It has to be seen by the extent and applicablity of the order. If it has been declared illegal by high court all the concerned persons alleging sufference from that order sould file an application and bring into the notice of the employer. If the employer concerned failed take any action or reject it, the the cause of action would arise.
