Wife in govt. organization asked to resign after requesting sabbatical

Hi Experts, My wife is working in Government PSU as permanent employee. Last year, she applied for one year sabbatical leaves and she got sanctioned leaves for 1 year. Now she delivered baby 3 months back. I am currently posted in abroad for 6 months and she wants to join me. Employer General manager rejected his leaves. GM called her and ask for her resignation. Employee can take 3 years of sabbatical leaves without any reason based on policy. How can such people ask for resignation? Could you? Thanks,
Send a legal notice by contacting an advocate to the concerned authority and explain about the policy and wait for their reply and if they deny through reply or don't respond then go for a legal action against them at the jurisdictional court.
