What is the rule for compassionate appointment for Government jobs

sir..my ques is- after death of govt employee who already appoint after his fathers death govt employee had one married and one unmarried brother and one married sister and had wife with baby and had mother who getting already pension...so my question is who will get job unmarried brother or wife?is it also possible that job is transferable if wife is not want to do job?
In response to your query I would like to say wife will get appointment in dying in harness over others, for dying in harness check with the rule by which the concerned department is governed, it's nothing to do with previous appointment so in my view wife is entitled for appointment.
