What is the process for performance appraisal for off & on role empl.

I am seeking clarity on above subject matter whether principle employer can conduct performance appraisal for contractual or off-roll employees similarly to on-roll employees at same appraisal platform. Will this lead to contractual employee challenge for full-time employment in future.
