What is the difference between VRS & resignation

What will be the impact if one resigns or opts for VRS if he is working in an Autonomous Orgn. of the Central Govt. where there is no Pension and only EPF(contributory provident fund) is there. Will there be difference in payment amount in case of Gratuity, leave encashment etc. If there is no Scheme of VRS in his orgn., will VRS Scheme of Central Govt. apply to him as all other rules, pay scales, pay commission of Central Govt. are already applicable in their orgn.

VRS is taken after certain years of service under a scheme and one gets sufficient time to stuck off the strength of department whereas in case of resignation years of service is irrelevant, one is struck of the strength immediately after acceptance of resignation. The Gratuity and pension are granted according to years of service and one is not entitled for pension if he resigns before minimum years of service of its entitlement.
