What If permanent employee not relieving to revert to his parent dept

I want to revert under LIEN condition from state government's temporary service to central government permanent service. But state govt is not relieving me to revert. The State government had a policy that you can leave the temporary employment within 2 years of joining nut now they are asking for my resignation. What should I do?
You should send them a formal email inquiring about the same. If they don’t reply to the same then you can file a RTI and ask for further information
