What are rules for SC/ST reservation in direct recruitment

I belong to SC category hence by taking relaxation given exam of CSIR-NCL Pune but they have not given me appointment though I am the only eligible candidate in SC category. So I need to file suit. The CSIR-NCL is a registerd Society under Society Registration Act-1860 and an Autonomous body under Ministry of Science and Technology, which receives funds from Govt. of India. My query is can I file suit in District and session court of Pune or not? As this is the case of Service Matter does District and session court of Pune has jurisdiction or not?
you have not mentioned that you belong from which class category. if you are coming in class 3or 4 category then you can file suit in pune court otherwise you should approach to central administrative tribunal at mumbai, or high court .
