Validity of advise provided by Advocate General

Sir, is there any validity of opinion/advice provided to the Government by the Advocate General ? What happens if the Department fails to comply with opinion/ advice provided by the Advocate General ?
MY OPINION THAT according to your version if the concerned Govt. fails to comply with the valuable opinion of the Hon'ble Advocate General of the State , the concerned Govt. department can move and /or can step out at concern court for proper movement of the opinion /opinions ,
