Unauthorized medical leave declared what should i do now

I am a Sepoy in Kolkata. I spend 33days leave for my medical rest.then I applied this adjust for my Emmery leave. But dipperment does not except this. They decleared that this is unauthorized leave. I give medical documents. What should I do?
First make representation to the department and then file a writ challenging actions of the department.
But before that i need to know had the department started departmental proceedings against you?
