Transfer not done as per the policy what can i do

I was identified for inter-zone transfer to Meerut Zone form my present Shimla Zone in the month of July this year. The transfer is the prerogative of the management of the Bank as per the transfer policy but the same transfer policy talks about the method in which an officer is to be identified for the inter-zone transfer and, going by the process provided therein, I should not have been transferred as there are 17 officers who are senior to me and who should have been transferred out of Shimla. I am fully aware of the fact that the matter here is of policy violation (or not even that) and there is no question of violation of law here. I am not against the transfer as such but am certainly against the arbitrary and doctrinaire nature of it. I have written to various offices on countless ocassions, filed RTIs and finally an appeal with CIC (the answer to which is awaited), but the Bank never really provided me the information and its been 4 months now that I am on leave without pay.
