Took leave on office duty department setup an inquiry what can I do

I got promotion as headmaster... i have to attend the councelling....i have taken the leave on office duty at those councelling time and stayed in home due to which i didnt take my promotion.... now after 2 years department is having enquiiry for those holidays? is it considered as fraud? can it be solved? im from karnataka.. im a govt teacher
I am not sure if this counselling is for the job or personal. If it is for the job then it is authorized leave. If it was personal counselling then you had to obtain leave first. When you go on leave, a letter of leave absence has to be submitted to the Department and also sanctioned. If not, it can be termed as unauthorized absence. Please attend the Enquiry proceedings and co-operate. If the outcome is not in your favour, you can think of challenging it before the administrative Tribunal.
