Stay order passed against few people will it be applicable on others?

Please educate me. If a stay order is provided for a particular purpose for a few people, will it be applied to all.. For example in banks few ex service Men got stay against non inclusion of military service pay during their pay fixation on joining bank.. But bank is reversed the decision only for those who got stay.. For others the wrong fixation continue.. On query they ask us to approach Court individually.. Is it Correct.
