State govt issued discriminatory letter against nationalized bank

MP state GOVT. Has issued a specific letter to its various departments & banks against a nationalised bank that none of its departments should keep any fund/ deposit with that specific nationalised bank without assigning any reason for it. I think it's not only discriminatory but also humiliating and violates the basic fair competition among the nationalised banks. Whether can we as affacted nationalised bank, proceed against the MP GOVT. In competition commission of India? If yes, then how & on what grounds.
