settlement agreement between employer and emplyee

if there is no trade union and a settlement is entered between the employer and employees. do all the employees sign that single agreement

If there is no representative body of the workers then any settlement has to be accepted by every one or any one who has not signed any such settlement cannot be made a party to it against his wish. any agreement to be made applicable to all will have to accepted by all.

If there is no union that he employees are a part of then definitely everyone must sign because then the agreement is between the employer and each individual separately. In case there was a union or any organization then the authorized person can sign and it becomes applicable to every person who is part of that union/organization.
