School service matter in favour LPA appealed by other party what to do

Patna High court has been given judgment in favour of my Uncle School Service matter as Allowed on 22/05/2015 but Director, Secondary Education Department of Bihar nothing done on this matter then my uncle filled MJC in March 2016 during contempt court has been allowed to proceed contempt against Director, Secondary Education then he has filled LPA in this year 2017 February. May court accept this LPA or not?
if the court has issued notice in the contempt petition they the Director, Secondary Education will have to appear before the court and tell the court that why there is a delay and why they should not be punished under contempt of court. THe LPA filed by them before the court is the discretion of the court to admit it or not.
