Salary not paid by private firm since last 2 months what to do

dear sir, Working with private company as a sales manager but target not achieve that's why not paying the salary from last 2 months ( Oct / Nov 2016 ) and they said no target no salary. please advice the legal process. They have not given the intimation in writing till date only given the instruction on whats app chat. but not body pick up the call for giving right answer and only talk on chat. please suggest what i do for next step. i have appointment letter also.
