Salary not given by public private firm

sir/ma'am i am a doctor working in public private partnership with gov and there is a huge delay of salary from the firm to every worker they say gov is not releasing money but it is not mentioned in my appointment letter's terms and conditions. no+ve action from firm and i am broke too i am harrased mentally and economically what to do?
An application to the concerned authorities, intimating them the same shall be your first move. Considering lack of satisfactory response or no response at all, on their part, in that case, you must send them a legal notice. Not to mention certain clarifications regarding the terms and conditions of your appointment letter, will be helpful in better response to your aforesaid query.
