Resident welfare association liable to paid as per minimum wages act

We are a Registered RWA in south Delhi and have about 10 people working with us for society service such as poen, plumber, electricain etc. Is the applicabality of Giving them mimimum wages as per delhi govt law valid form them. ? Are the staff of RWA liable to be paid as per mimimum wages? I have read somewhere that mimimum wages act is not valid for RWA.

As per sec 3 of the Minimum Wages Act appropriate govt may fix minimum rate of wages in respect of ScheduledEmployment
RWA AS AUCH does not figure in the Schedule ,part I or part II.
However part I of schedule contains an entry stating regarding employment in laying electrical lines water supply lines and sewage pipe lines And therefor if you employ people for these activities they will have to be paid minimum wages as fixed from time to time.
