Relieving letter not being given from organization what can be done

Hi I had resigned from my current job on 12th October, 2016 and My employee manager had accepted my resignation and communicated to me on email that my last working day in organization is 2nd of December, 2016. Now I am chasing to my HR for process my relieving from organization but they are not replying to me. I have communicated my joining date to my new employer is 5th of December. If HR did not process my relieving on 2nd of December and what should I do? Please advise.
