Relieving letter for not serving of Notice period

When I am resigning from a private company and not serving the full notice period however paying for the rest notice period. Would company be liable to issue relieving letter? Or the employee has a right to receive relieving letter?

The company shall be liable to give a relieving letter as the notice period has been completed or paid for as in your case, however if the Employment Agreement expressly provides for the contrary then it that case the relieving letter may not provide to you.
