Regarding promotion in central board of excise & customs

1. i am working as tax assistant in cbec since march 2013. 2. In 2014 an another ta comes from another zone via inter commissionerate transfer to my commissionerate. and placed junior to me as per rule 3. till 27 sept 2015 the recruitment rule for promotion from TA to Senior Tax Assistant is done under the old Recruitment Rule 2003. * in old Recruitment Rule (RR 2003) there is 3 years qualifying service for promotion from Tax Assistant to Senior Tax Assistant. ** in new Recruitment Rule (RR 2015) the qualifying service is enhanced to 10 years which affects my right to promotion adver
you need to clarify that whether appointment through transfer in your zone of a TA has affected your seniority adversely and provide full detail and the actual grievance which you have and applicability of rule can be challenged if other requisite criteria are fulfilled so please give complete detail in this regard.

Since the rules have been amended promotion in future wud be govern by the new rules as u said. However, u have option to challenge the rules before the high court . U should contact a lawyer who can challenge tht rules on the ground that new rules have no purpose sought to be achived as it deprives maximum employee.
