Regarding per diem changed to salary on secondment

I was hired by bangalore based company A to do project for bangalore based company B ( which is a sister arm of company C based in UAE).Company A receives payment from company B in India. Initially it was agreed on per diem but suddenly I was seconded to a HR services company in UAE with very less salary.Is this legal
First of all we have to check under whose pay roll you were and secondly we will have to check the appointment letter. Whether such terms were there in the company.
