Recruitment case pending for 16 years. How to speed up the process?

Dear team it is recruitment case, In 1999 punjab government advertise a post of assistant sub inspector in news paper butthey did not mention the number of vacancy and bifurcation of categories in the advertisement i have cleared the physical test, written test and appered for interview but I was shocked when i saw the list of successful candidate i was not selected. I approached the highcourt now 16 year pass matter is still pending in the high court additional advocate general admit in the court govt selected near about 38 tainted candidates which can not complete the basic qualifications too, over age, some candidates have criminal charges, some candidates did not have basic qualifications too, kindly suggest.
