Promotion rule in Indian railway

Dear sir, I am working in Indian railway as Senior Section Engineer.For above post the qualification is B.Tech. but there is no Promotion in whole service. But if someone recruited through UPSC in indian railway having same qualification get promotion about every three year . Why??? In other case promotion from Group D to Senior Section Engineer post there is no any qualification criteria required. why???

As you have mentioned that you are working as sr section engineer . you have not mentioned that how did you come into service ? you also need to mention your entire service tree I mean to say the way you got elevated if so applies , apart from this you have written about Group D to senior section engineer ( promotion to that extent ), it would be more expedient to observe and inspect entire case ans such similar cases then only any comment can be givn. As far as unequal opportunity in giving promotion is concerned this is a policy matter and it can be very much challenged in competent forum as it is against the policy given in constitution of India.
