Promotion Discrimination between employees for same post legal remedy

Respected sir. I m working in govt airlines as aircraft maint engineer. My HR dipt refused me to give promotion to Sr Aircraft maintenance engineer. I will tell you actual before April 2011if any one engineer got Two license,he will become Sr Ame same date on which he have got second license.But After April 2011 new promotion policy implemented after date one can get Sr ame can be become after 4 yrs of first license. Actually sir new promotion policy applicable from april 2011 and one of my colleague get promotion to SR Ame on October 2011 even after new promotion policy . Sir i have got my second license October 2012. But When i have approached to my HR dept they dinay my promtion to Sr AME . Sir i may to known that if any one get promotion to Sr Ame accordingly old policy even after implication new policy , then why they will refuse to me for my promotion to SrAme Sir can you suggest me . As you fall under the ambit of Right to Information being a public sector organisation you should file for RTI first and get the clear picture regarding promotion rules. once you have a clear picture and you are still denied then you can file a written complaint with your organisation and also file a case in CAT for promotion.
