Procedure to do background check of employee

i want to perform a background check of an employee working in public limited company for personal reasons... I need below details like... 1. Resource designation 2. Duration which resource traveled to onsite on work. 3. What are the clients he has worked during the resource tenure. I tried to contact company, company denied it as they dnt disclose employee information to outsiders. What is the way to get the things done?
You cannot conduct any personal background check of the employees working in a private limited company. The company is not bound to disclose any personal information of the employees to an outsider.
