Probation period over still no confirmation by company.What can I do?

what is the status of an employee appointed on permanent post, completed the more than double the period of probation but formal confirmation order not issued? kindly cite the relevant case law. pending CBI inquiry ( PE filed) can be a ground for depriving legal entitlements? as happening in Sagar Central University
