Previous company is not paying Statutory bonus. What are my options

I have worked for one company in 2016 for 9 months and my basic + Da was less than 21k. i have resigned that comapny in nov 2016(after 9 months of work) and when i called them for the Statutory bonus they refuse to pay. they told that we are not paying Statutory bonus. What i have to do in this case?
