Organisation did not gift VRS benefit, how to proceed further

My Name is R. Sundari. I have worked in the Institute of Road Transport, Taramani, Chennai - 600 113 as a Assistant cum typist from 1983 to 2007. I have retired from service under VRS on 31.12.2007. My organisation did not gave VRS benefit. Hence I gave notice through advocate (K.N. Pandian). My organisation replied that the Institute of Road Transport is not comes under Public Sector. This is wrong information. The transport manual shows that my organisation is under public sector registered under 1860 Societies Registration Act. My organisation cheating me. They gave trouble to whom attempt my case. If you willing to help, please infom. Thanking you.
