Non payment of HRA by KVS in spite of orders by the authority

R/ Sirs,Iam a retired teacher.While I was working in Kendriya Vidyalay Sangathan(Kv.KhurdaRoad) I & 18 Others were doing Up &down from our native place Bhubneswar to Khurd Road 19 km away.After several approach & reproaches to Sangathan the Dy.Commissioner KVS Bhubaneswar ordered the Principal,KV.Khurda Road to release the HRA due to the victims phase wise on 12/9/16, 25/10/16 -/10/16, and13/2/17 But thePrincipal uder one plea or other has been negating the paymentHe was telling that I have asked some clarification to the Dy.Com.When it comes I will pay the due. But it never came .In my case as soon as i received the order I sent an application along with a copy of the letter for payment.As he was silent I asked on phone for payment.He replied"I'll not go to pay the amount at your door.I then asked,When should I go to you for the payment? He said ,"ia'm sending slips to others &asking KVs for fund. payment will be done when comes.It's another chicknary.How to escape from it?
Make a written representation to the principal asking him to comply with the order of Dy. Commr. If he still doesn't act send a legal notice to him to make the payments. Ultimately you can approach the court of law if nothing materializes.
