NOC issued from employer for applying a job his/her personal property?

Is NOC issued from an employer for applying a job in other department can be considered his/her personal property? Can I get information by filing a RTI for Date of NOC submitted by all the candidates during document verification for appearing in an interview for a job in a government job examination?

If one of the terms and conditions of applying for the government job is submission of such NOC, then non submission of the same is an irregularity and consequently falls in the public domain and within the purview of judicial scrutiny. In such a case, the authorities are liable to give reply to your RTI application.

NOC is the employer's prerogative, but for not giving an NOC on request, sufficient and reasonable ground has to be shown by the said employer. Normally, if there is any service bond or the tenure in the NOC giving department is on basis of deputation, in-charge basis etc. then the said department can refuse NOC and refer employee back to parent department
