Ltd company non paying to vendor according to sub contract signed

Dear All, I was singed a sub contract with a ltd company and it was mentioned that 30% will paid me after they will receive from end client. It was govt project and it was have the time line of 4-5 months but till 1.5 years has gone. Now the company giving excuses of all that also they have deducted 10% tds not providing certificates also What can i file police case against directors? What to do? Now my financials are very poor Please suggest Regards Vishal
