Last institute denying to provide me character certificate what to do

I have been called for an govt. job interview and they are asking for character certificate from last attending institute. But my institute is refusing to give. I have already passed the post graduate exam from there. My last institute is saying go to HOD of the department and HOD is saying go to your thesis supervisor. But my PG supervisor is not signing on my application. So, HOD is also not providing the certificate of character. kindly suggest something. Is it possible to give certicate after interview? however, they have asked to come with all documents otherwise condidate will not be allowed for interview. Please suggest some possible way to take more time to submit. ?
Maybe you can give them an undertaking or an affidavit deposing therein that you'll shortly provide them with the certificate. I'm the said affidavit/undertaking you may express the difficulty you've been facing in procuring the certificate and guarantee them that you'll furnish the same ASAP.

Kindly write a formal letter to HOD/Supervisor stating therein requirement of character certificate for the purpose of job interview, and keep one receiving copy of the same with you for future reference.

You should instantly send a legal notice to your college through an advocate and ask your lawyer to personally contact the college and liase with them to ensure that you get it within time. If you were not involved in any police case etc then they cannot refuse to give you character certificate and if they refuse then they will be liable to provide you will compensation for not being able to appear for the job interview.
