Issue on ration dealership, not being handed over after sanctioning.

My father got an ration dealership and the government sanctioned on my father name but the district R.D.O is not handovering to my father,some one said keep a petition in the high Court on this issue, I want to know the process?
You should first send a written representation to district R.D.O, if they fail to handover , then you should file a writ petition thereby seeking direction for handover the dealership.
