Is it compulsory to issue show cause before taking disciplinary action

As per para 2 of rule 9 of discipline and appeals rules 1968, it is compulsory (since it is part of making up of opinion by disciplinary authority) to give a show cause notice to the employee before initiating disciplinary proceedings. In case, such a show cause notice is not issued, then it is a violation of direction of law, attracting section 166 of the Indian penal code. I want to ask whether, section 176 of Indian penal code is also applicable in such a case.
