Improper posting in grade d instead of grade c in govt job

A married d0aughter get a job on the ground that her father died who was in govt. job and her mother is blind and her brother is paralysed. But the problem arises when her posting in govt. job in grade D while according to her appointment letter she alloted post in grade c.But due to financial crisis she accepts posting in grade d instead of grade c.But now she is facing many difficulties in doing job in grade d.and she wants posting in grade c now.so what is the rule or law in this regard or procedure for upgradation of grade

When did she accept the posting in Grade D? Considering that the appointment letter specified he appointment in Grade C job, did she make any objection at the time of accepting Grade D job. What are the difficulties being faced? Please provide all the facts

Subject to complete fact of the case, the daughter may approach the state tribunal or central tribunal, as the case maybe and demand promotion in C grade or as required. The appointment letter is sacrosanct though her joining maybe construed as a waiver.
