How to proceed legally against employment matters

Hello... am working in Govt. ITI punjab as Instructor in non- engg wing. in the regular scale of 10300-34800+4600 grade pay. Now they are promoting me as Headmistress in the scale of 10300-34800+4200 I want to ask ... can i go to court ? How can an employee by promoted in lesser scale. what are my rights? how should i proceed. Thanks
It depends on the rules and regulation of your said department, now if the same is happening then you will have to file a PIL in the respective High Court of your state making the said department a party to the said dispute.
